Police Association The Illinois Police Association (IPA) was formed by a group of law enforcement officers who were vitally interested in the welfare of their profession and they banded together in an attempt to achieve their goal of taking police work out of politics. They met in Joliet, Illinois on February 11,1901. |

Illinois Police Association was Frank Gahan of
Elgin, Illinois and the first Secretary was Ben DeJaegers of
Moline, Illinois.
